As laid down by the Board of the University of Oslo on 20 December 2005 pursuant to Act No. 15 of 1 April 2005 relating to universities and university colleges (the Universities and University Colleges Act of 1 April 2005) with later amendments.
§ 7. Programme students, course students and private candidates
Pursuant to §§ 3-6 and 3-7 in Act No. 15 of 1 April 2005 relating to universities and university colleges (the Universities and University Colleges Act)
§ 7.1 Requirements for a programme student concerning the right to study
§ 7.1.1 Acquiring the right to pursue a programme of study (the right to study) – Individual/Applicant
An individual must apply for admission to a programme of study in the prescribed manner and by the stipulated deadline, cf. § 10.1, in order to receive an offer of admission. The applicant must confirm acceptance of the offer of admission by the stipulated deadline in order to acquire the right to study, thereby becoming a programme student in a programme of study.
§ 7.1.2 Commencement of studies – Programme student
A programme student is required to meet the following conditions at the beginning of the first semester of his/her programme of study, i.e., at the commencement of studies:
a) general conditions applicable to all programmes of study:
- pay the semester fee for the first semester in accordance with the Act and the Regulations relating to the student welfare organizations, and any other stipulated fee
- confirm his/her individual education plan, with admission to classes and examination registration for the first semester
b) specific conditions if one or more are stipulated for the programme of study:
- submit required documentation
- attend the obligatory information meeting and/or the commencement of classes
Concerning loss of the right to study if the conditions at the commencement of studies are not met, see § 7.2.1.
§ 7.1.3 Admission to, registration for and attendance at classes – Programme student
A programme student in a programme of study which requires the programme student to apply for admission to classes in one or more courses must apply for such admission to the classes for the semester in the prescribed manner and by the stipulated deadline, cf. § 10.1.
A programme student in a programme of study which requires the programme student to register for classes in one or more courses, must register for such classes for the semester in the prescribed manner and by the stipulated deadline, cf. § 10.1.
A programme student in a programme of study which does not require the programme student to apply for admission to nor to register for classes in one or more courses/study units in the semester, but which requires compulsory class attendance at the beginning of the semester, must attend as required.
Concerning loss of the right to study if the requirements of § 7.1.3 are not met, see § 7.2.1.
Concerning restrictions on which courses or study units a programme student can apply for/be granted admission to classes to or register for classes to, see § 4.3.
§ 7.1.4 Payment of semester fee etc. each semester – Programme student
A programme student must, in the prescribed manner and by the stipulated deadline, cf. § 10.1, each semester:
a) pay the semester fee in accordance with the Act and the Regulations relating to the student welfare organizations
b) pay any other stipulated fee
Concerning any other stipulated fee, see § 10.1.
Concerning leave of absence etc., see § 7.1.7; concerning loss of the right to study, see § 7.2.1.
§ 7.1.5 Confirmation of the individual education plan each semester – Programme student
A programme student must each semester, in the prescribed manner and by the stipulated deadline, cf. § 10.1, confirm his/her individual education plan, with admission to classes and registration for examinations for the semester.
Concerning leave of absence etc., see § 7.1.7; concerning loss of the right to study, see § 7.2.1.
§ 7.1.6 Study progression within the programme of study – Programme student
A programme student must ordinarily follow the study progression for the prescribed courses of the programme of study for each semester, or of these have completed (passed) as follows:
- courses equivalent to at least 10 credits after 1 semester in a programme of study extending over 1 or more years at the Faculty of Mathematics and Natural Sciences
- courses equivalent to at least 20 credits after 1 year in a programme of study extending over 1 or more years at the Faculty of Education
- courses equivalent to at least 30 credits after 1 year in a programme of study extending over 1 or more years at faculties other than the Faculty of Education
- courses equivalent to at least 60 credits after 2 years in a programme of study extending over 2 or more years
- courses equivalent to at least 90 credits after 3 years in a programme of study extending over 3 or more years
- courses equivalent to at least 120 credits after 4 years in a programme of study extending over 4 or more years
- courses equivalent to at least 150 credits after 5 years in a programme of study extending over 5 or more years
- courses equivalent to at least 180 credits after 6 years in a programme of study extending over 6 or more years.
A programme student in a 5-6 year programme of study and in certain 3-year bachelor programmes of study or 2-year master programmes of study, may, however, be required to follow particular study progression stipulations which are prescribed for the programme of study in special stipulations of the Supplementary regulations to § 7.1.6.
Concerning loss of the right to study due to non-compliance with the study progression requirement, see § 7.2.1.
A programme student with an agreement about part-time study arrangements for a programme of study must follow the prescribed study progression determined in the agreement.
Concerning application for part-time study arrangements, see § 7.1.9.
§ 7.1.7 Postponed commencement, leave of absence, delay – Programme student
A programme student must, in the prescribed manner and by the stipulated deadline, cf. § 10.1, apply to retain his/her right to study irrespective of the study progression stipulations, cf. § 7.1.6, and the special stipulations of the Supplementary regulations to §§ 7.1.6 and 7.1.2/ 7.2.2, in connection with the following need for a change of his/her individual education plan:
a) postponed start in the programme of study (‘postponed study commencement’) of up to two semesters
b) leave of absence from the programme of study lasting up to two semesters at a time
c) delay in the progression of studies
d) maternity leave / paternity leave
Concerning stipulations governing pursuit of studies, see § 3.7.
Concerning loss of the right to study, see § 7.2.1.
§ 7.1.8 Programme of study with tuition fee – Programme student
A programme student in a programme of study with a tuition fee must, in the prescribed manner and by the stipulated deadline, cf. § 10.1, pay the amount which is set as the tuition fee for the programme of study.
Concerning loss of the right to study, see § 7.2.1.
§ 7.1.9 Need for special teaching arrangements or part-time study arrangements – Programme student
a) Special teaching arrangements
A programme student who, on account of a disability, health condition or for any other special reason, requires special teaching arrangements, must send in an application to the faculty, in the prescribed manner and by the stipulated deadline, cf. § 10.1, for such arrangements. A programme student whose need for special teaching arrangements arises after the stipulated deadline, must submit the application as soon as possible after the need has arisen.
Concerning special examination arrangements, see § 7.6.2.
b) Part-time study arrangements
A programme student requiring part-time study arrangements in order to retain the right to study in the programme of study, pursuant to the study progression stipulations in § 7.1.6 and the special stipulations of the Supplementary regulations to § 7.1.6, must send in an application to the faculty, in the prescribed manner and by the stipulated deadline, cf. § 10.1, for a part-time study arrangement, which ordinarily must correspond to at least 50% of the normal study progression. A programme student whose need for part-time study arrangements arises after the stipulated deadline, must submit the application as soon as possible after the need has arisen.
Concerning study progression in a part-time study arrangement, see § 7.1.6.
§ 7.2 Requirements for a programme student concerning loss of the right to study and acquiring a new right to study in a programme of study
§ 7.2.1 Loss of the right to study in a programme of study – Programme student
A programme student loses the right to study in a programme of study if the programme student:
a) fails to fulfil the requirements stipulated in §§ 7.1.2 – 7.1.8
b) is in a programme of study which has special stipulations for the programme of study in the Supplementary regulations to §§ 7.1.6 and/or 7.2.1/7.2.2, and does not fulfil the stipulated requirements of these
c) has utilized the maximum number of examination attempts without having passed the examination in a course or study unit which is compulsory in the programme of study
d) has earned a degree or passed the final examination, and the faculty has not issued an extension of the right to study
With regard to a), the following, however, applies:
A programme student may retain the right to study following one semester’s absence from the University of Oslo without having applied for leave of absence, cf. § 7.1.7, but only if the special stipulations of the Supplementary regulations to §§ 7.1.6 and/or 7.2.1/7.2.2 do not prevent this.
Concerning the maximum number of examination attempts, see § 5.6 and the special stipulations of the Supplementary regulations to §§ 7.1.6 and/or 7.2.1/7.2.2.
Concerning a new right to study, see § 7.2.2.
§ 7.2.2 Acquiring a new right to study following loss of the right to study – Programme student
A programme student who loses his/her right to study in a programme of study, cf. § 7.2.1, and who desires a new right to study in the same or another programme of study, must reapply in the prescribed manner. A new right to study is, however, possible only if the special stipulations of the Supplementary regulations to §§ 7.1.6 and/or 7.2.1/7.2.2 do not prevent this.
§ 7.3 Requirements for a programme student concerning examinations
§ 7.3.1 Examination candidate – Programme student
In addition to the general stipulations in §§ 5 and 6 together with the stipulations in § 7.1, the stipulations in § 7.6 also apply for a programme student with regard to examinations. In the stipulations in § 7.6 the programme student is designated examination candidate.

§ 7.6 Requirements for [...] examination candidates
§ 7.6.1 Change in plans concerning examinations – Examination candidate
An examination candidate who wishes to change plans concerning the examination in a given semester after the stipulated deadline for confirming the individual education plan for a programme student, cf. § 10.1, and after the stipulated deadline for semester registration for a course student or a private candidate has expired, cf. § 10.1, must withdraw from the examination in the prescribed manner and by the stipulated deadline in relation to the designated commencement of the examination.
Withdrawal from an examination must therefore take place 2 weeks at the latest prior to the commencement of the examination designated as follows:
- the actual date of the examination
- the first day of the examination if the examination extends over several days
- the deadline for submission of a semester paper or equivalent
- the deadline for submission of a semester paper or equivalent
- the date on which a home examination is handed out
- the deadline for the final submission of portfolio or of other form of examination or assessment throughout a major part of the course period.
An examination candidate who withdraws from an examination after the stated deadline is deemed to have utilized an examination attempt. Concerning the number of examination attempts, see § 5.6.
Such a withdrawal from the examination may, however, be undertaken by the examination candidate only if the study progression stipulations in § 7.1.6, or the special stipulations of the Supplementary regulations to §§ 7.1.6 and/or 7.1.2/7.2.2 do not prevent this.
Concerning the special stipulations pertaining to withdrawal prior to the examination, to the stated deadline and to examination attempts, see Supplementary regulations to § 7.1.6.
Concerning legitimate absence from an examination, see § 7.6.5.
§ 7.6.2 Need for special examination arrangements – Examination candidate
An examination candidate who needs special examination arrangements must apply to the faculty in the prescribed manner and by the stipulated deadline, cf. § 10.1, for such arrangements. An examination candidate whose need for special examination arrangements arises after the stipulated deadline, and who is able to certify that the need arose after the deadline, must submit an application as soon as possible after the need has arisen.
Concerning special teaching arrangements, see § 7.1.9.
§ 7.6.3 Presentation at an examination – Examination candidate
An examination candidate must present him/herself at the examination, i.e., appear at the examination, in the prescribed manner. An examination candidate is deemed as having presented him/herself at an examination with invigilation when the examination candidate is present on the examination premises at the time when the first assignment is made known. At an examination without invigilation the examination candidate is deemed to have presented him/herself when the assignment is handed out or the examination is otherwise defined as having started.

§ 7.6.4 Withdrawal during an examination – Examination candidate
An examination candidate desiring to withdraw during the examination must do this in the prescribed manner. An examination candidate who withdraws during the examination, i.e. after the commencement of the examination as designated in § 7.6.1, is deemed to have utilized an examination attempt. Concerning the number of examination attempts, see § 5.6.
Concerning legitimate absence from an examination, see § 7.6.5.
§ 7.6.5 Legitimate absence from an examination – Examination candidate
An examination candidate who, on account of illness or for any other valid reason, withdraws during the examination, or is unable to submit the required examination answer paper, must supply a medical certificate or corresponding documentation to the faculty if the examination candidate desires to have the reason for withdrawal during the examination approved as a legitimate absence and not to have the appearance considered as an examination attempt.
Concerning the number of examination attempts, see § 5.6.
An examination candidate who, on account of illness or for any other valid reason, has to withdraw prior to the examination, but after the expiry of the two-week deadline, cf. § 7.6.1, must, in the same manner as for withdrawal during the examination, supply a medical certificate or corresponding documentation in order to have the non-appearance at the examination approved as a legitimate absence.
In the event of withdrawal prior to or during an examination, the medical certificate or corresponding documentation must state that the document was issued in connection with absence from an examination at the University of Oslo, and that the absence pertains to one of the following:
- the actual date of the examination
- the first day of the examination if the examination extends over several days
- the deadline for submission of a semester paper or equivalent
- the date a take-home examination is handed out
- the deadline for the final submission of portfolio or of other form of examination or assessment throughout a major part of the course period.
In addition, in case of an examination with invigilation, the medical certificate must be issued on the actual day of the examination.
The examination candidate must ensure that the medical certificate or corresponding document is postmarked or delivered 3 days at the latest after the day of the examination.

§ 7.6.6 Grading of an examination – Examination candidate
An examination candidate who has submitted an examination answer paper cannot withdraw the examination answer paper from assessment.
§ 7.6.7 Use of examination support materials during examinations with invigilation – Examination candidate
An examination candidate, upon presenting him/herself at an examination, cf. § 7.6.3, must be familiar with the relevant stipulations governing which examination support materials are permitted during the examination with invigilation, the arrangements for control of such examination support materials which apply to the specific examination, how these are administered by the faculty, and what is deemed as academic misconduct/attempt to commit misconduct in respect of the use of such examination support materials.
§ 7.6.8 Use of examination support materials during examinations without invigilation – Examination candidate
An examination candidate must be familiar with the stipulations governing examination support materials or sources for the particular examination without invigilation, and what is deemed as academic misconduct/attempt to commit misconduct in respect of such examination support materials and sources.
