Rules relating to promotion to researcher 1109 in government organizations

The rules replace all previous rules relating to promotion to the post of researcher 1109 in government organizations.

Section 1

These rules apply to researcher 1108 postholders on a permanent/fixed-term contract in a government organization – and to externally-funded positions where the employment contract has a duration of 2 years or more beyond the date of application – who apply for promotion to the post of researcher 1109.

Promotion in accordance with these rules is personal, and may have consequences for the person's duties, see Section 4 last paragraph.

Section 2

Researcher 1108 postholders can only apply for promotion to the post of researcher 1109 within the subject area/research field in which they are employed.

Section 3

Applications for promotion must be sent to the unit that the post is affiliated with. The applicant must include a description of their academic output and give an account of 5–10 works that they particularly want to highlight as the basis for the expert assessment. The expert committee may request information on additional works. Applications must include a curriculum vitae and a list of publications.

Section 4

The qualification requirements for the post of researcher 1109 are a Norwegian doctoral degree or a doctoral degree from abroad that is recognized as equivalent to a Norwegian doctoral degree, or associate professor competence at a Norwegian organization, or documented competence at a similar level through academic work of a comparable scope and quality.

Organizations that due to their particular character have supplementary requirements for the position of researcher 1109 may take these into account when processing the application.

Section 5

If an applicant is declared competent by the expert committee for a researcher 1109 position or a higher research position at an organization approved by the relevant ministry, or has a Norwegian doctoral degree, or a doctorate from abroad that is recognized as equivalent to a Norwegian doctoral degree, no experts will be appointed.

Section 6

The organization’s board is free to decide whether it or another academic governing body will appoint the expert committee. In organizations that do not have their own board, the administration will determine who will appoint the expert committee.

The committee will consist of three members who have expertise in the applicant's subject area/field. At least one of the experts must have competence above the researcher 1109 level. The others must have researcher 1109 competence. At least one member of the committee should be employed in an academic community that has been given responsibility for education at the doctoral level. Two of the experts will be chosen externally, i.e. outside the organization that the position is affiliated with, unless special circumstances preclude this. Where possible, both genders must be represented in the committee.

The experts may in certain cases ask one or more special assessors to comment on parts of the submitted material.

Expert assessments of applications for promotion from civil servants will show whether the applicant meets the eligibility requirements set out in Section 4. These eligibility requirements are also applicable when promotion is sought in connection with an application for employment.

The expert assessment will be sent to the applicant as soon as it is available. If an applicant is deemed ineligible, the reason for ineligibility must be stated. Applicants do not have a right to appeal the committee's statement, but the applicant may submit comments to the statement before the final decision is made. Comments must be submitted within 10 days after the statement has been sent to the applicant, and will be appended to the case.

Section 7

For applications for promotion to researcher 1109 in connection with appointment, the appointing authority will grant promotion based on the statement by the expert committee.

For applications for promotion from a civil servant at the organization, the administration will grant promotion based on the statement by the expert committee.

In order for promotion to be granted, the experts must agree unanimously that the person is qualified as a researcher.

For applications from civil servants at the organization, the administration grants promotion where the applicant is qualified in accordance with Section 5. The administration may also initiate the promotion of a civil servant who is eligible under Section 5, even if the said applicant has not applied for promotion.

Promotion is granted with effect from the first day of the month after the application was submitted.

For applicants who are granted promotion to the post of researcher 1109 on the basis of achieving a doctoral degree, promotion may be granted with effect from the first day of the month after the doctoral thesis was submitted for adjudication. This must be documented. Applications for promotion can only be submitted once the applicant has been notified that he/she has been awarded the doctorate.

Section 8

If an application is rejected due to a lack of qualifications, the applicant must wait for one year from receiving notification of the rejection before re-applying.

Comments for UiO

The Faculty Board or a similar body at other units decides whether it or another academic governing body at the same level will appoint the expert committee to assess applications for promotion to the post of researcher 1109.
