Regulations concerning appointment and promotion to teaching and research posts

The guidelines apply to applications submitted after 15 September, 2015.

About Sections 1-1 through 1-7

The Ministry of Education and Research emphasizes that since the institutions/departments (the Faculty) are now permitted to establish general requirements for competence in excess of the minimum requirements in Sections 1-2 through 1-7, such general requirements must apply over time for all appointments and promotions at the institution/faculty. The requirements must be communicated to staff members and applicants.

The requirement for expert assessment at UiO is specified in the Rules for Appointment to Professorships and Associate Professorships at UiO.

Additional to these are the subject-specific guidelines for assessment within the framework of the regulations, as established by national meetings of faculties etc., in which the competence requirements are specified in detail. The guidelines are presumed to be well known by applicants and experts.

About Section 2-2 (11)

The Ministry of Education and Research emphasizes that any approvals of expert assessments undertaken in another institution must be based on a general approval of all assessments made by the other institution/faculty. Individual applications cannot be accepted. As a minimum, the other institution must therefore have competence requirements for a position that are equivalent to those of the employer institution.

UiO applies the main rule that promotion is granted only on the basis of a competence assessment made by an expert committee that has been appointed by UiO. The Faculty Board, which may delegate this responsibility to the Appointment Committee if appropriate, is authorized to grant exemptions from this main rule within the framework of the regulations.
