Basic collective agreements for the Norwegian state
From 2026, there are four identical main collective agreements in the Norwegian state sector. The Basic Collective Agreements for the state are entered into between the Ministry of Digitalisation and Public Governance (DFD) and the main confederations in the state sector: Akademikerne, Unio, LO Stat and YS Stat.
For the agreement period 1 May 2026–30 April 2028, the agreements have been concluded between the state, Akademikerne, Unio, LO Stat and YS Stat.
See here for more details about the four organisations that are parties to UiO as an employer, and which trade union federations they belong to.

Membership and binding collective agreements
If you are a member of a trade union, you are bound to follow the same collective agreement throughout the entire contract period. This applies even if you discontinue your membership or change trade unions.
An agreement period lasts for two years and begins on 1 May in even-numbered years. If you resign from a union or change unions during the agreement period, your affiliation to a collective agreement will change from that point in time.
Note that some organisations have a period of notice. During a period of notice in a trade union, you are still considered a member.
Not member of a trade union
Employees who are not members of any trade union will normally follow the provisions of the collective agreement.
For members of organisations that are not affiliated with one of the main confederations, the same rules apply as for non-unionised employees.
Members of organisations that are not affiliated with one of the trade union federations follow the same agreement as employees who are not members of a trade union.
Member of several organisations
Employees who are members of several organisations at the start of an agreement period must choose which collective agreement they are to follow. The choice applies for the entire agreement period. UiO cooperates with the organisations on clarifying cases of dual membership.
